Address reads Missouri. Clark County. Abr. of state is Mo.
So, the County Motor Vehicle department gave that old '13 a new serial number on the block, likely a new block w/o a serial stamp, or else the T was repro, and had to be assigned a new ' approved county number', just like what is done today in many states.
The new serial. CMVxxxxxMo. County Clark Motor Vehicle. number sequence . Mo. for Missouri.
