What is the correct angle for the bottom of the sterling shaft?

Try a rear hub on it. Maybe the same taper. Rear hub / axle shaft is 1+1/2” to 1’.

Alot of tapers are 3 and1/2 degrees on each side. 7 total, although I've never checked a steering shaft. It would need to be in a lathe and indicated in.
