So in Ron’s drawing below, C= some value between .025-.040? Just pick one?

I would go with .025". You want to make that the gap of the highest keepers, then add shims to bring the lower ones up to within .002" or .003" of that. Actually I think the effect of a variation in keeper height of up to .005" would be negligible.
