Ultra rare Timber brake system?

I am thinking I may have stumbled across a very rare Timber brake system “installed” on this late model Rear end. At first I thought about removing it but it has kinda grown on me.

It goes against my grain to make puns on the Legitimate side of the forum but this one has me stumped. The root problem is to keep the car from lumbering along when you want to stop. Maybe I can't see the forest for the T's.
I saw it coming.

Im going out on a limb here, and I have no stake in this but It looks like a do it yourself spoke kit for emergency repairs. Getting back to our roots so to speak. It wood work in a pinch.
