the what the are:

Steering column, two hubs, one drum, battery tray, and one demountable rim with tire and tube, and a plain demountable rim on top.

I think what is being see is; the rim with the tire is on the bottom and rim without tire on top of it.

Found on FB. It looked to me like two rims combined, but an empty rim on top of one with a tire makes sense.
