I would suspect that was the date the engine was rebuilt, and the company who did the work. Not saying it has been done again since that time.

68 looks about right, those are early JAHNS pistons.

In Seattle, A&W Bearing Service did that on their T & A rebuilt short blocks - my '30 Model A short block was done there in the 60's and it was stamped like that on the rail.
