Is 13-15 trans cover the same but the pedals? MEL

Essentially yes, but the earliest '13 covers had a different clutch shaft to which the yokes were keyed and bolted. Later ones were pinned to the shaft and riveted over.

Also in 15 the reinforcing ribs appeared near the bolt holes.

Yes, that's the shaft. Actually, according to Ford, the ribs first appeared in some 1912 covers but it wasn't until late 1913 that they all had them.

My Sept, 12 assembled B series motor has the reinforcements at the trans cover bolt holes. Somewhere in my reading a photo of an alloy trans cover with a hand engraved 1912 casting date, showed the reinforcing ribs, so they did start early on.
