Hi as pictured the top front axle bushing was replaced but it sticks out into the spindle space. Won't that interfere with the spindle going back in? Just sand it down? Also the bushing is just slightly too snug for the new spindle bolt, just ream it out with a reamer?

Yes, just face the bushing off and ream the spindle bolt hole to fit. You have to be dead lucky to get the bushing to fit without some adjusting.

Is this a Stevens bushing?

Yes it is a Stevens bushing. The old bushings were shot.

You have one of two problems.
1. You cut the taper too deep. Should stick up about 1/32” above top of axle. There is a way to fix this, email me.
2 . Your axle is worn where the spindle rubs against it. You should have 11/16” thickness for the top of axle yoke.
You can build up axle with weld and face off.
If you have enough thickness of the spindle bushings for correct fit there. You can just file off the part sticking into the yoke opening.
As far as the ID of bushing. I always split the bushings so that they act like a Taper Lock bushing on a Gates pulley. This makes them easy to install on the kingpin
I do not split them during manufacturing because that just adds another cost to the job. It is easy to split with a hacksaw. I use a bandsaw.

Are the inserts hardened? If so, reaming them will probably ruin an expensive reamer.

They are not hardened.

When you file it/them off be sure to releave the inside edge a little to clean up.
