Actually - it's a '15 - the 1916 brackets were riveted together.

It looks like a sidelight bracket to be bolted onto a flat front aftermarket body.

A good picture from a side angle would confirm it either way. To me it does look like the '15 runabout tail-lamp bracket missing the license plate extension (I have one for my '15 runabout). At this angle, I cannot really be sure.
