Can the steering wheel be removed on a 1927 T with out a puller?

Yes, no, maybe all depends on how tight it is. ;)

The wheel is keyed on a parallel shaft, so there is no taper to break. If you sit in the car and load the wheel with pressure from your legs while tapping on the shaft with a soft faced hammer, it should come off. Or, you can remove the wheel/shaft/steering box cover as a unit, the same hammer can be used to drive the shaft out of the wheel.

Hope this helps.
