Are there by fitment/function issues using these pedals on a hogs head with a starter?

The parts book says 1909-1925 pedals are interchangeable. The ribbed ones were used in 1915 on US cars, but for many years in Canada.

The clutch arm on a non starter peddle is straight, the starter peddle has a bend in it to clear the bendix cover, I have used them but heated them to bend to clear the cover, hope this helps. Joe

The clutch lever AND the low pedal are different between starter and non-starter transmission covers.

So I wonder why the parts books list the same pedals for 1909-1925. My guess is that the late pedals will work on the earlier cars, but not vice versa.
