Norm, possibly Glenda the Good Witch in Oz.... Don't remember her having a T, but it's been a long time and I may have forgotten.

Short hair, no curves, masculine looks and unusually tall. Looks like a guy to me, dressing up as a witch. But it is scary, which is the whole point of Halloween. LOL!

A pretty smile on the cute young lady is charming. The 1924 or 25 coupe has fascinating diamond treads. I wish I had a set.
As for the when and where I believe it is a 1925 California plate. It took some convincing as the center state and year was difficult to make out. Also, I couldn't find an example with a letter prefix until today. It was apparently added later in the year allowing them to return to the smaller, more manageable size plate.

These pictures of Halloween costumes from way back when do look strange to our more modern eyes.
Times and styles change over time.
SyFy as we know it wasn’t around back then to influence kids like it does these days.
But yes they do look strange to say the least!
If those kids came around nowdays to trick or treat I’m not sure I would open the door!
