What is this tool ???

I found this the other day with some other T parts and tools. I've never seen one before ???? The back side is rounded.

It was used to adjust brakes on late 20s Oakland type vehicles. Not sure how it works, but I’ve seen the tool mentioned before.

Might it work to take kinks out of external brake bands, especially after re-lining. If the flattened end is inserted between the drum and the lining, lettered side to the drum, and the bent stem worked to rotate the curved side, it would lever any kinks out of the bands.

I found a 1925 ad on e-bay that shows the "Hycoe" brake shoes. It seems they were a popular brand of linings in the late 20s era. The bands and linings pictured in the ad are similar to the accessory Rocky Mountain, AC, and other brands of accessory brakes used on Ts in the 20s. Probably the tool is used to "smooth" or "kneed" the brake lining material into a good fit to the band. ???? I guess Ill just put it on the shelf with my other unusual things :)
