Help to identify a tool

I have no idea what this device is. It was in my father's garage. Dad was a T guy, so I'm hoping it is some sort of T item that someone can identify. The overall length is about 10". It does no fold out straight. The two pics show the full open and full closed positions.

Thanks for the fast I.D. Dan. Do you know if it's meant specifically for a Model T, or is it a generic ?

It's a mechanic's tool. (Lisle?) The spoke like device has a selection of scraper bits for use with various types of pistons. You loosen the knob and turn the spoked wheel so that the correct bit is in position to use. A stock Model T would use a bit designed for a 1/4" ring groove. The tool is to be used carefully, taking out only carbon, and no metal.
