What type car does it fit ? I see it fits a splined shaft.

I have no idea what it fits. I'm still trying to verify how it works. I've squirted WD-40 and PB-Blaster around the hub but have yet to get it to rotate (assuming that's what it should do).

It is unlikely to ever rotate. It appears to be like any number of "T wheel locks where the pin engages a groove in the steering shaft to hold the wheel on, or in place and releasing the pin and lifting the wheel up (and re engaging the pin into another groove) locks the wheel off of the spline and allows it to ONLY spin and not steer the car. I do not know what this particular application fits but suspect that you are missing a lower portion which screwed onto the top of the steering column.

This is a photo from the bottom side. Does the hub slide up and down in the wheel vs rotating? I admit I’ve never seen a steering wheel like this so having trouble visualizing the action description provided.

Looking again more closely, there clearly is a snap-ring retaining ring in it and you may very well have figured out what it is supposed to do, and how. As for fixing it, loosening it, whatever, personally I'd leave that to the new owner.

Think not messing with it is a good plan. My investigations in the past have not worked out well.
