1927 Touring sediment bulb question

When looking into the sediment bulb I see the hole in the shut off does not line up with the hole in housing, is this the norm?

I'm pretty sure it isn't normal. It looks like the tapered "plug" attached to the handle has worn, or been lapped in to improve the seal such that the rotating taper plug fits deeper in the valve body than it originally did. It would probably be possible to carefully redrill the hole, using the valve body as a template, then de-burring if needed. I would think that the off-center situation you have with that valve would cause the engine to starve for fuel at higher speeds or climbing hills.
