I am looking at this Dual Spare mount. My only question is does it hold spare tires or spare wheels?

likely both as I see no reason why a tire would not hang from the same thing a demountable rim ('19-'25) would hang from...measure diagonally across the hangers to see the distance and if it is sufficiently large, a tire should stay put (the tire itself is going to measure roughly 23")
measurement is important as with the removable double carriers, I've only seen them for later/smaller diameter split rims...not that they all are for split rims, but my experience with the few I've had or seen, they were.
and that is a very COOL thing. Never seen before
my inclination would be to grab it and ask questions later

"Spare wheel"? The 'wheel' is generally the whole or part assembly including the spokes, whether wood or wire (or even steel disc). The wheel would likely not fit on that carrier, and even if it did, would probably be too heavy for it.
Scott C is quite correct, the carrier likely could just as well carry tires alone or mounted on rims. Check it for size fit. I would imagine it is for 30X3 1/2 clinchers. However, the way it is made with a bendable gap in the bottom center? It may be adjustable to the later 21 inch balloon size?

The electric taillight may be an indication that the mount was made to take tyres mounted on demountable rims. Tyres only would certainly fit if it was fitted to an earlier car.

Terminology check: Not sue what you mean by wheels. Anything with spokes will not work (no way to get one on the back hanger and no room on the front side. This is a similar single carrier - note the support bar. I understand that there were 21" and 23" size carriers. The ad says it measures about 22” inches wide at the cross bar.

I'm pretty sure it's a double version of this standard carrier that hold a rim and tire.

Chris -
That carrier is intended to hold one 30 x 3 front tire and one 30 x 3-1/2 rear tire, un-mounted, without rims, for a car without demountable rims.

Dan makes a good point. In the absence of any obvious way to turn any of the locating points aside to allow a fixed rim to be fitted to the carrier, it is most likely a spare tyre casing carrier for non demountable wheels.

Well, I was nearly right having mentioned bare tires and I think Dan is ABSOLUTELY right. I say this because I am just now seeing the difference in diameter of the two tire holders (front vs rear). That's something I should have caught right off and would never have if Dan hadn't posted a definitive and descriptive opinion. Thanks Dan!
I absolutely LOVE this thing!
Something new to spend the rest of my life looking for...
