Ball type shut off valve I believe but no idea in hell what it’s for.
Forget everything you thought you knew.

It is a flip up lubricator or priming cock. Flip up to add oil or fuel, as the case may be, flip down to close. Other thing it could be, is a compression release, but with the funnel on the end more than likely not.
I know the voices aren't real but damn they have some good ideas!

Thread size would help. Maybe a drain plug?

While I have never seen anything exactly like this, it appears to be homemade rather than a production item. It looks similar to the priming cups that appear on vintage spark plugs that also have a shutoff valve/arm.

My hope is that this post will stimulate additional discussion.

Looks to me like a oil pan drain plug. Flip it down to drain without having to remove the drain plug.

Hank, I represent that remark! John wins the prize, a speed drain for Lizzie ! It’s definitely professionally made. It’s great fun for me to see these amazing gizmos that the love of Lizzie wrought. A couple of hits but so many misses.

Some how that seems like a bad idea. Driving in tall grass could drain your oil? It is amazing all the things made for the T. Keep em comin Tim.

Dallas, can you imagine one of those go fast boys in the 20’s installing this on his low slung Bug? That’s probably why the original T nut has such a short head on it.
Back then, I’ll bet people rarely changed their oil, but just added to it.
