I've had this for a while and was wondering if anyone else has seen this hook up or could tell me more about it.

You’re holding there the rare “Wheel of Fortune” choke accessory.
It’s spun to determine the satisfactory amount needed to start the engine and then rotates to open up after the T gets warm.
