On the way to work this morning I found this rim in the trash, I think it has a broken repair crack , I don't have any spare, welding it is no problem for me. The tire on it says 30/3-1/2 oversized, I haven't tried to put air in it yet

Nice dumpster diving! What the heck were they thinking! Looks like the lugs on it will match up to your wheels. I would not see an issue welding it up and using for a spare. I would mount to a wheel and at least tack weld a couple of place to keep the correct size. Lot depends on the condition of the clincher edges. Don't think I would use that tire.

It's a Hayes rim and the other one in your picture is another brand, but it may fit your wheel. You can try it and see. The tire is toast. When you remove the tire inspect the clincher edge closely. If it's rusted sharp, that's probably why it was in the trash.

Check the inside of the rim for a manufacturer. Not all rims fit all felloes. Not sure what you have.

It's Hayes. The other one isn't. Firestone, Kelsey, and Cleveland rims all used camps before rims were standardized. I agree, the way to find out if it fits is to try it. When Ford first started using demountable rims they did not interchange. Later they did.

What about the valve stem. Is it in the same position in relation to the lugs?

If the inside of the rim isn’t rusted badly and the rim is still good on the edges that’s a keeper. I’m pretty good at welding and that is a fixer upper as far as I can tell. At the very least for a spare.

I went back, I was going to do some deeper mining, the tag on the rim said there were 2 rims, the dumpster was a new empty one, I know a T lived at the house, I also found a nos 36 Ford front spring, I am going to put a note on the house to see if they want help cleaning out the garage and basement.

Kurt,
Remember to keep the metal valve stem -- it can be reused or if you don't want to use it, someone else would probably want to use it.
And that's a great idea to contact the folks. They probably just want to get the "junk" moved out and you might help save some "good stuff!"
Respectfully submitted,

If it's old enough. If the tube is the modern type the stem base may be too small for reuse.
