I lost charge today and decided to pull the cap off the cutout, I am by no means a mechanic but what exactly am I working with here? It doesn’t look like any of the cutouts or regulators I am familiar with.

It is not a regulator, but just a cut-out, that disconnects the generator from the battery when the charging reach 0 ampere. It is switched on, when the voltage from the generator surpass 6,3 Volts and once it connects, the charging amps will keep it connected.
It look like a modern version, which are known to be too weak in the contact set, so the contacts get burned and the cut-out stops working properly.
An alternative solution is a cut-out with a diode that basicly does the same but without mechanical parts.
There do exists modern developed regulators. There was once a vendor called Fun Projects that developed one that could actually regulate the output from a 3 brush generator as the one on Model T (or A or V8). It was bought by another vendor as some kind of generation hand over and since these regulators have been backorder.
