Acrylic enamel. Affordable, easy to get, easy to apply, easy to clean up, easy to repair.

Eastwood Extreme chassis black (gloss or satin) is a good paint for chassis parts. I used it on our 15 runabout restoration and will be using on our 11 restoration. Comes in a rattle can or sprayable quart or gallon.

Single stage Acrylic enamel is the way to go. Its very available and pretty forgiving. Depending on your plans with the car powder coating the frame and chassis parts could be a consideration as well.
