low speed notch pin hole?

I'm replacing all my pedal cams, including the low speed cam and notch, which mounts on the pedal.

The notch is mounted on the low petal shaft with a 1/4" pin, however on the low speed notch,

one side is drilled to 0.250"

the other side measures 0.205"

Should this be drilled all the way through to 0.250"? Did someone goof or am I missing something?

First off we are men we don't use instructions, if we open the little sheet up we have already screwed it up and at that point they become corrections.
Having worked on some real old construction & refinery equipment I have learned the virtues of taper pins and having had to have the reamers I have found them invaluable on model T's I use them on most every place a pin is used on a model T and have had good success with them and they are much easier to remove if needed.
