So I have two spare tire carriers one seems to fit my 21" model T wheel the other is a bit larger. Any Idea what car? Seems to be made a bit different as well (extra bracing in the center).

it is for the 30 X 3-1/2 rims. Not nearly as common the 21 style, but a few 1926 and maybe 1927 cars did/do use that size wheel/rim.

This 1926/'27 touring car has clincher demountable wheels and tires on it.

That's right. A few had the 20x3 1/2" wheels but the most common were either the 21" split rims or the 21" wire wheels.
That car in the picture found an unusual place to tighten up the spokes! Might be a bit hard to back out.
