My friend is having trouble. The NH on his touring runs rich all the time. Mixture needle is binary and only turns fuel on and off. Trying to adjust does nothing.
Black smoke and gas soaked spark plugs. Advancing the throttle bogs the motor. Mix needle is perfect with not a mark or imperfection. Carb's been cleaned and blown out.
Why is this? Ideas?

Check if main jet is in tight & float level & if its full of fuel.

Re: NH Carb Mixture Adj.
It could be a leaking float. Floats are soldered together and if it won’t “float” the gas level will overfill the bowl. They can get bad. From what your saying the gas is either on or off. Sounds to me the bowl completely fills up with no gas control. When the carb was cleaned was it checked to see if the needle valve is holding? The Ford service manual has a good explanation how to check it for sealing.
Read the carburetor repair section starting on page 206 and especially paragraph 888 and note fig. 440. If the needle and seat aren’t sealing it won’t run right for sure.
Hope this can help.

Re: NH Carb Mixture Adj.
The vendor went thru the carb and decided to send it back to their rebuilder for further eval.
