The attached photos show the leather pads that go between the top of the front and rear springs and the cross member. How are they installed? I assume with the leather pads facing the top of the spring.

Way have done is to fit the pad to the top of the spring stack, making sure the hole in the pad centers on the bolt head. And sometimes trim the edges of the pad so nothing overhangs the spring stack, which makes insertion of the spring difficult.

The pad thick sides are on the top leaf, due to the curve of that leaf. A bit of cement holds the pad on the spring when pulling the spring stack in place. The spring should fit really snug in the crossmember. Clamps can be helpful to pull the spring in.
