Brass speedometer

Installing speedometer on a Freinds speedster and the inside cable is about one inch to short, is there a way to shorten housing?

The common SW steel housings ends are crimped on, so yes is possible to cut @ the edge of the crimped end, peel the outer cable out of the crimped end, force a rod into the end to uncrimp/expand & re crimp.
I wounld not do this unless the housing had damage near the end. (this issue did recently come up for me.)
Make a new longer cable or make an extended cable end.

You can always use the original chain links. To adjust the length, simply add or subtract a link.

The speedometer pictured is a "high speed" speedometer. It takes a 1:1 drive and not a 2.5:1 drive. It appears that the road gear and the swivel drive will not run the speedometer accurately. The cable should be around 48" long, and the length of the outer housing can be shortened. I hope this helps, Russ Furstnow
