It must be there for a reason. What would that be?

I always assumed it was to clear the key.

I’m with my Aussie Buddy from the other side of Australia but surely these were installed before the Key then the Hub?

Apparently, few have installed those retainer caps. They go on just fine with the key in place.

Clearing the key was the only reason that occurred to me. So if that's the case there are two possible procedures that require the notch:
1 Install the washer, which has no notch, then the felt, which has no notch, then the key, and finally the cap, using the notch to get it past the key.
2 Remove the cap, using the notch to get it past the key, then remove the key, and then the felt, and then the washer.
How are those procedures better than installing or removing all three parts without the key in place?

I agree with Tim. Use the new style. The old style never wants to come off anyway.

I never thought about what the notch was for. I saw the notch and figured it ought to be lined up with the key way. When removing the cover I tapped around the outside with a ball pain hammer. That would usually loosen it enough to get it to move and then spray behind it with WD40. It would then slip off.
I wooden if Stevens made a tool to use for it. They made one for most other T parts. If they did it’s not common. And if the one pictured or presumably a Stevens tool was found in a box of this and that at a swap meet it was probably passed over because it wasnt recognized.

Not to hijack the thread (too much), I will add a link to a previous post with some more photos of the Dust Cap Puller.

It was one of the axle tools made by Cantrell-Miller, I am fortunate enough to have all (both T and TT sleeve pullers) the tools shown, except the Hub Puller and Waste Puller that are pictured below.
