Should lift out. Kroil will loosen it. You didn't ask, but to take the upper part of the lamp apart the top cap of the chimney unscrews from the chimney and the chimney, reflector, etc., all fall out. Soak the top cap threads in Kroil too.

The top brass part is crimped to the remainder, the whole assembly should lift out as one piece, as suggested just soak it and gently pry, maybe soak the base in kerosene for a couple of days. The burner assembly is brass and the fount is steel so there may be some rust from the fount.
