I did not notice during disassembly that the carriage bolts holding the steering column flange to the firewall have two different size heads. They all seem to fit everywhere. Anyone know how these should go, and if it matters?

My guess is that you have two original bolts and two modern replacement carriage bolts. Check the heads of the bolts, if two of them have raised markings on them, those are the two modern replacements. The original Ford bolts had smooth heads.
Check with R.V. Anderson to see if he sells exact reproductions of the original bolts.

All Four of those bolts are the same. Many times when I run into a similar problem, I take an unknown bolt and put it in the lathe and make it the right size.
