My dad straightened many pans without a jig. The jig doesn't straighten the pan, it only tells you when or if it's straight. (I know the jig can also act as an anvil in the straightening process. I'm not saying it isn't a valuable tool.) I wouldn't be surprised if the pan in the photo went from the press to a jig, to check their progress.
