That is made by keystone reamers. Looks like transmission reamers. Usually the number on reamer is number of bushing it reams. Can’t tell if that says 3304, which is a transmission Bushing or 3604, which is??? Dan

Those ring thingy's with the 4 internal tabs (I see 5 units) are bendix drive counterweights.
They have some value to a bendix restorer. Not to be arbitrarily pitched.
