Rear engine mount bolt tightness

I know the bolts for the rear engine mounts should not be tight. I read the rod manual and it’s a bit unclear. I think the bolts that go through the side of the frame should be finger tight. I can’t tell from the language in the manual if the bolts through the top of the mount and frame should also be finger tight.

The bolts that go through the top of the frame should be tightened normally. The long bolts that go throught the frame sideways and through the wood blocks need to be just a little more than finger tight. They will need to have cotter pins through the nuts to keep them from working loose.
The wood blocks are important, and new ones are recommended.

I add just a smidgeon of tension on the side bolts to capture the wood blocks. Then I tighten the top bolts in the normal manner.
