When I bought my pick-up this followed it:
I think it is something you mount on the tie rod (but where will the ends be? At the axle?) to limit wobble and shimmy.

You have the right idea, it looks like an aftermarket antishimmy or steering stabilizer. It clamps to the tie rod and the ends would ride in the channel of the axle. Snake oil, I do not recommend using it.

It is. It's not needed for a car in good shape.

It is an aftermarket device used to wear grooves in your steering linkage.
