Looks like part of a pump jack for a windmill.

Erik is right, part of a water pump jack system, most likely hooked to a Monitor engine. That piece clamps to body of water pump.

Yes, pump jack. I bought one for $1 at an auction, probably because I was the only one there who knew what it was.
