License plate in the way of spare tire carrier.

Hi, I have a spare tire carrier that mounts on the back but the license plate is in the way of one side of the mount. What is normally done in this situation to make it work? See the 2 mount holes on the right circled in red on the cross bar, there are 2 other mount holes on the left cross bar behind the license plate.

The tail light and license plate are moved to center cross bar on the tire carrier.

while we are at it,if the frame has the holes in the cross member the frame is a latter one.charley
