What's the recipe to get the steering column and wheel beneath the top and the windshield frame?
How many inches do you think the suspension is dropped?

Way too many factors come into play in your question.
Start with.., how big are you? Tall, fat, how low is your seat pan, etc, etc, etc. Ergonomics of man and machine!
This column has a steering coupling to lower it at the steering wheel 6".

I have played with the idea a good bit and will be building what I consider a 10-12 tourabout. A 6 inch drop is about all you want. Beyond that if you get a flat you will be putting your motor on the ground. A touring body won't work because the lower you go the flatter you sit which makes the rear seats useless. Think how upright you sit in a T. Regarding the steering it's more function than aesthetics so when you determine seat location that will work to determine steering wheel location. Changing the box will improve safety as well as be located in a comfortable location.
Here is what I sketched up
