Help with Houk wire wheel front hubs

I'm finally getting around to installing a set of Houk wire wheels that I purchased many years ago on my 1926/27 speedster project. There is a shallow cup shaped dust cover that is supposed to be installed on the front hubs and I don't know how it is supposed to be installed. It looks like it goes directly over the bearing, and then the washer and castle nut are installed. But I'm not sure this is correct. Maybe it goes on last?

You don't really need a dust cover- the bearings / grease pack is well enough protected that a cover is not really needed anyway. Outer bearing, keyed washer, spindle nut, cotter pin, mount the wheel and you're good to go.
