turtle deck mounting question

I am getting ready to mount my turtledeck onto the roadster bed behind the seat bucket. Should I put a layer of felt paper (maybe felt roofing paper) under the turtledeck? What was used originally if anything?

I don't know if leather washers were used all the way through the 1922 model year but I presume they would be correct for your 1914 roadster.
I have an unrestored 1917 roadster and I removed trunk in order to straighten out the sheet metal and there were no leather washers. I also have an NOS or early take-off trunk and there are no leather washers but I've never checked to see if there is evidence that there were any, such as corresponding nail/tack holes.
