Pack Nut Wrench

I just acquired a mint original 3Z pack nut wrench. I doesn't appear to have ever been used. What is interesting to me is the paint. It appears to have been primed with an orange primer prior to the black finish coat. I've not seen anything like this ever. It's definitely very old, and not done recently.

How orange ?? Bright orange could be a red lead primer like they (used to ?) use on bridges. Any chance it was just rusty and painted over (not so orange)

I don't recall ever seeing painted Z tools. I think the paint job is probably an aftermarket addition.
