I have this in parts section, but I really don't know what it is.
Besides Holley carb part. Anyone know?

Early.
For a carburetor that has a "tickler" instead of a choke.

it is the top off of a ca. 1903-04 Holley Bros. carb. It is held on top of the bowl by a bale with a screw which clamps it on. This assembly is mated side by side with the body of the carb.

It's an exceedingly rare part off of an exceedingly rare carb. But for the fact of it's rarity, the sandblasting which was performed would have ruined much of its value

That little oval part on the left was pressed for a choke and there was no choke wire in those early years, if my memory serves me well!

It's going down under to David for his 1903 Ford.
