What's this bolt for?

I was just searching through my spare parts for some needed bits and found this part.

Here is a normal water inlet I found:

Here is the one I think is unusual.

It has a bump on the inside, the hole is not drilled through.

It has a bolt with what looks like a conduit clamp.

The only thing I can think of is a clamp for the horn wire, what's your guess? Have you ever seen one like this?

Model A's used a bolt there for the generator conduit. Could that be for a Model A?

Thanks, I thought I had some sort of rare, unusual aftermarket T part. Instead it is a relatively worthless part from a gooney little known car!
