What is this?

This plate holder has a strange attachment on the top. Does anyone know what it is for, besides mounting a plate?

Looks like it could be a fold away crank holder,

Yes, it is the remnants of a "Crank-Loc" anti-theft accessory. We have one on our '14 Touring.
