Figure 395 shows the slot at the top, and that is where it is on three columns I checked. A practical reason for this when rebuilding a column is that is the way the rivet holes will line up, the assemblies seemingly individually fitted. Additionally, the long peg which engages in the slot has a direct relationship to the keyway for the pitman arm.
