I replacing the rear tires on my 26 touring. It has wire wheels. And see that one seal leaked pretty bad so was going to replace both outer seals. But should I also do the inner seals?

Yes, you need to do the inner seals also. Check the sleeves and bearings for wear since you can't deal an axle wallowing around in the tube.
