Hello C-T L: Did you plug it in and /or test it ? Very simple just put an armature on it and see if it growls and bites the hacksaw blade.

On the base housing. Mine bit me twice so have it on a GFCI receptacle and three prongs.

Sounds like an insulation problem The "base" should be electrically issolated. Not that putting in a grounded wire cord isn't a bad idea though.

David the test leads are hot with the light bulb socket. When it is a hot and humid day here in the south (down yonder), not a good Idea to test with old non OSHA approved equipment! LOL! No I do not have Parkinson's just shock therapy.
