Try to find a local auto body person who knows how to form sheet metal, through a near or local car club.
That is a significant but not large repair. It looks like a nice car to start with. You are fortunate that it is not "the rot". First, if the fabric is out, use a thin hacksaw blade or other tool and use air pressure to clean between steel and wood every spot you can reach in your car. Don't start your restoration with finishing the surface. And certainly don't start painting until the ENTIRE body has been level, fitted, and working. Form the patch first and fit it carefully over the existing body. Trace the patch, then micro thin blade cut out the sheet metal with a Dremel type cutter or other. Final fit the patch to the body shape. Then,,,, weld.
