Here is a 2 piece steering wheel, that I believe were used on late 1914s to 1919 before the larger composite wheels took over.
The joints on this one is decent, but needs some regluing. Actual wood is solid, and not bad like it looks.
There are some wood defects, that look like they were filled a long time ago. A bit rusty on the spider.

That is a bargain price. The flaky OD is likely some bark left on the wood. Filling it and painting the wheel would give anyone a nice original.
