That fan would probably move more air at idle speed than a stock one would. It would probably move less air at higher engine speeds, since one blade would interfere with the next at higher RPM,which might reduce power demand. It would be interesting to see any promotional material on the design.

I was thinking it was for a stationary unit.
Certainly wouldn’t help a car much if it has a good radiator.
