Googled search couldn't find oil cloth ones but som other durble materials
Some flags made from poly-cotton
Poly-cotton is a durable, breathable, and wrinkle-resistant blend of polyester and cotton fibers, commonly used for clothing, bedding, and, uniforms. Combining 65% polyester and 35% cotton (or 80/20 blends) offers a lightweight, easy-to-sew, and cost-effective fabric. It is less prone to shrinking and fading than 100% cotton.
Durability: The synthetic polyester fibers make the fabric stronger, lasting longer than pure cotton.
Wrinkle Resistance: It requires little to no ironing and holds its shape well.
Comfort & Breathability: While not as breathable as 100% cotton, it is more comfortable and breathable than pure polyester.

Flagworld in Australia has handwaver flags on wooden sticks for around US$ 5.00 These are made from knitted polyester. They have no edges requiring hems, which invariably let go, leading to fabric fraying quickly. I have flown a South Australian state flag on the radiator cap of my chocolate van for almost 15 years. The knitted fabric has shortened i/2" or so in this time, and the colours have faded a little, but it still flies just like it did when new. You are not likely to find anything else to last like this.

You can heat seal the edge of synthetic fabric so it doesn't fray by holding it taught and quickly running the edge along a candle flame. I watched my sister do this years ago when she was making a down vest with a nylon fabric shell.
